District 10 Community Mural Grants
In partnership with Metro Council District 10 Councilwoman Josie Raymond, The Office of Arts and Creative Industries and the Louisville Commission on Public Art invites submissions for large-scale mural installations in Louisville Metro Council District 10 (map below). This opportunity offers funding to artists to activate publicly accessible spaces through artistic expression. Proposals may be submitted by individual artists or artist teams. Submissions will be evaluated on artistic excellence as evidenced by submitted materials; professional experience; community value added; compatibility with the architectural design and/or facility environment; and alignment with the mission and vision of the Commission on Public Art.
Selection Criteria
In alignment with the Commission on Public Art’s mission and vision, proposals should:
Inspire and provoke audiences.Encourage dialogue across social, economic, racial, political, and/or religious differences.Offer an enduring message, aesthetic, and/or concept that reflects on the current moment, but also on the history of the site where it is placed and the future into which it enters.Be original designs belonging to the submitting artist. Artwork may not infringe on intellectual property or copyright laws.Not pose a health or safety hazard (including, but not limited to, trip hazards and driving distractions).Not advertise a business, organization, political party, or person holding or seeking office in government.Not be interpretable as advocating hate, violence, racism, sexism, bigotry, or obscenity and cannot be interpreted as exclusive to or of any community.
Proposals will be reviewed by a panel of District 10 residents and the Commission on Public Art. Louisville Metro Government reserves the right to reject any or all applications, proposals, or projects, and to modify or terminate the application process or the selection process for any reason and without prior notice.
Eligibility and Requirements
Artists may propose any site within District 10 that is viewable from the public Right-of-Way. This opportunity is open to individual artists or artist teams residing in the Greater Kentuckiana area. Individuals must be in good standing with any prior Louisville Metro grants, Louisville Revenue Commission, etc.
Artist(s)/Artist Team(s) should demonstrate experience successfully completing public art projects with a similar budget and scope.Artists are responsible for identifying project sites, securing property owner permission, and obtaining any additional permits required for installation by securing property owner permission and any additional permits required for installation by Public Works, Planning, or other Metro Government agency.Artist workmanship must guarantee a lifespan of 10 years.Property owners must also guarantee mural duration, up to and including granting a wall easement to Louisville Metro GovernmentAll funded projects will be required to include the application of a UV protectant/anti-graffiti coating.

Request for Proposals
The following materials should be saved as a single PDF file using the following file naming convention (lastname_firstinitial_proposal.pdf). Images will be attached separately.
1. Resume and Statement of Interest
Include complete contact information including street address, phone number, and email.
2. Design Proposals
Provide a high-quality color image of your concept design.
3. Work Samples/Image List
Up to five images of past work. Format files as follows: artistlastname_artistfirstinitial_number. The file number should correspond to an image list that provides a description and key details such as title, location, date completed, materials, dimensions, etc.
4. Proposed Location
Please provide the address and detailed description of your chosen site. Include current images of the location and indicate surface area/square-footage of mural area. Also identify any site prep that may be necessary. Applicants must submit written permission from the building owner and occupant as part of their submission packet.
5. Project Budget Overview
Provide a general budget overview including materials, equipment, artist fees, etc.
Project budget max is $10,000.
6. Design Development and Approval
Mural designs must be artistic in nature and may not serve the primary purpose of advertising a business, organization, good, or service. Funding is disbursed upon approval by Metro Government.
